The force has spent £700,000 so far into their investigations of child abuse allegations against Sir Edward Heath.
Addressing the lack of resources, Inspector Pete Sparrow said: “We can’t afford, with the numbers we have, to arrest everyone.
“It’s not that you can’t find people, interview them or investigate offences.

Police officers also complain that they have to think twice before making an arrest in city centres when members of the public are being drunk and disorderly.
Cops are concerned that in doing so they would have to take them into custody potentially miles away, taking them out of action and leaving their colleagues up against it.
Mike White, chairman of the Wiltshire Police Federation, said: “The distance they have to travel to custody does impact on their decisions.”

Since a large local police station in Salisbury was closed, Wiltshire Police have lost almost 200 full-time officers in the last six years.
Wiltshire Police said: “When officers deal with members of the public who may have committed offences, arrest is one of a number of options.
